Summary: Tory members of the legislature have been dispersed, leaving the likelihood that the Tories will contest the upcoming election in doubt. Mr. Howard, reputed Tory candidate for governor, has not revealed if he would accept nomination, and the Howard County Tory slate, the only one so far in the state, is likely to be withdrawn. All this leaves the door open to Union party candidates, if properly vetted, to rise above the confusion.

Also quote from Baltimore American of the substance of a reply to their query to the President of the reasons for the arrest of Mayor Brown of Baltimore. The reply says the Federal government has tangible evidence of complicity of those arrested with the rebellion and that no arrest was made on mere suspicion. The prisoners have been taken to Fort Monroe.
