Summary: Editorial discussion "on the subject of changing public officers solely on political grounds." It begins with an extract from the Baltimore Gazette which states that this practice removes an incentive for performing jobs well. However, this statement by the "leading Democratic newspaper" in Maryland is at odds with practice because now that the Democrats have won the recent election, they will do just that. The Herald compares it to picking someone's pocket and then preaching against pocket-picking. The Democrats are throwing out the loyal men with the exception of the Governor who is saved, "not for his virtues" but for his political stance. [More of this article too difficult to decipher.]
