Summary

Report of decision handed down by the Chief Justice Bowie of the Court of Appeals of Maryland declaring that the U.S. Civil Rights Law nullified MD's law denying Negroes the right to witness against a white person. The case involved Dr. Somers of Rockville, defended by Democratic lawyer George Peter.
