Mortimer Submits

Summary

J. Mortimer Kilgour, who left Frederick County at the commencement of the war to join the Rebel army, spoke at Leesburg, VA., advocating submission and loyalty to the Government and Union, and accepting the war's "settlement of the slavery question."
