Summary

Act of Congress - concerns soldiers who were prisoners of war or the widows, parents, etc. of those soldiers - the soldiers entitled to commutation of rations for period soldier was prisoner - this is an ad but also appears to be informational - ad placed by Westminster attorney A. D. Schaeffer who also has ads to collect bounties
