Summary

The House of Delegates asks whether the arms were seized with Hicks' "knowledge and consent" and why they were taken from the boat, etc. Hicks gives no answers but suggests that questioning him is "impertinent" and suggests contacting Gen. Butler about the matter. He also suggests contacting the Adjutant General whose job it is to distribute arms as established by law in 1860.
