The President issued a national call for state militias to produce 75,000 soldiers to fight for the Union; Maryland to furnish 4 regiments (about 3,120 men) to rendezvous in Baltimore and Frederick. Negative responses to Lincoln's call were given by Kentucky, Missouri and North Carolina.
