Summary
Register of Frederick Election District questioned about his act of striking names off voting lists after lists had been published and were ready to go to the County Clerk. Who has right to determine eligibility to vote - election judges or register? Clearly Register did not fully investigate cases of some voters who were registered but should have been disqualified.
