Civil Rights Bill
Summary
An African American man was shot by J.M. Freshour, a white man. Freshour was tried in court and found guilty although he objected to the fact that the judge accepted testimony from Negroes. State's Attorney E.Y. Goldsborough represented the African American man. This was the first application of the Civil Rights bill in Frederick County.
