Duty of the Holr.(?)
Summary
The paper deplores the lack of housing in Hagerstown. For the city and its industries to grow, there must be accommodations for incoming families. They will want homes already built. A Building Association should be formed with shareholders from among the business people and property owners and that group should build and sell houses. It will provide good return on the investment. The people of Baltimore built the railroad, but they cannot be expected to also build houses. Lay out and grade streets before building, not afterward. In a short time Hagerstown could be big and beautiful.
