The Border State Convention
Summary
The Border States Convention that occurred in Baltimore had representatives from Maryland, Tennessee, Missouri, Kentucky, Delaware, District of Columbia and West Virginia. Hon. Horace Maynard of Tennessee was elected president. A series of resolutions was passed concerning the affairs in the Border States and demanding that Congress enforce the principal of manhood suffrage. The states should have a republican form of government and the group recommended that a constitutional amendment be proposed for the "action of the States prohibiting the disfranchisement of any citizens because of race or color." Sec. Stanton, and Generals Grant, Sheridan, and Sickles were warmly endorsed and the impeachment of Johnson was urged. The addresses were good and there was much enthusiasm.
