Disgraceful Conduct

Summary

A fracas occurred between Chas. E. Moberly of Frederick City and soldiers from the Provost Guard and the Vet. Reserve Corps in which Moberly was severely injured. Dr. Mitchell (sp?) rendered assistance. Details of the fracas are printed. It was hoped that this kind of rowdyism would end when the war ended and good order be restored, "but in this we have been disappointed." The Provost Marshal can enforce respect for the law, however.
