Summary

"Union flags are now waving in the breeze from thirty or forty different points in this town [Hagerstown]." Hickory pole erected in the Public Square with large flag; ropes pulled across East Washington St. half 1/2 doz. flags hanging; also displayed by hotels, stores and private homes.
