Accuses the "Tory-hearted admirers of Jefferson Davis and his rebel Government" of hiding behind false names like the "National Democrats" in Baltimore, the "Southern Rights men" in some Eastern Shore counties, "State's Right's men," in the "some of the lower counties of the Western Shore," and "Union Democrats" in Allegany County, and "Peace Men" in Washington, D.C.
