Summary
Commenting on the Mail announcement that David Hoover, Jr., Henry S. Barnett and Solomon Funk are substitute candidates for County Commissioners in place of John Welty, Henry Snider and Henry S. Blackford who declined their nominations. Accusing "the Disunionists of Washington County" of by-passing "popular sovereignty, which is in exact keeping with the character of Secession everywhere..." by having a committee "fill up any vacancies that might occur in their ticket..." rather than allow a vote. Says it is based on a Confederate decree in Richmond authorizing "the editors of the several papers of that city to nominate candidates for the Confederate Congress..."
