A member of Gen. Banks’ Division reports that a Union and Confederate picket met in the middle of the river thirty-two miles below Harpers Ferry. They exchanged newspapers and canteens. Also, a mill owned by a Unionist six miles above Harpers Ferry was recently burned by the Confederates.
