Summary
At a May 7 (1867) mass meeting of the Republican Party held in Hagerstown, the assembly acknowledged “colored men to be their equals before the law.” As a result, four black men were selected from among eighteen delegates to the State Convention. Those assembled also want to secure voting rights for “colored men.”
