Summary
Attorney General Speed has determined that Gen. Grant’s parole of Confederate soldiers, which granted them freedom of movement within seceded states, did not apply to those who left states that did not secede. The president’s Proclamation of Amnesty specifically exempted these soldiers, and no others will be allowed to return to the loyal states unless by special permission of the president.
